Library and Documentation Services Directive

Purpose

ARTICLE 1 – (1) This directive has been prepared for the purpose of carrying out the Library and Documentation services of Altınbaş University; to determine the principles of management and organization, to ensure that users benefit from library resources in a regular and efficient manner, and to protect and develop library resources.

Definitions

ARTICLE 2 – (1) In this directive:

a) Head of Department: Refers to the Head of the Library and Documentation Department of Altınbaş University,
b) Resource/Material: Refers to books, periodicals, audio-visual materials and similar works in the library,
c) User: Refers to students and staff of Altınbaş University and researchers from outside the university,
d) Library: Refers to the Altınbaş University Library,
e) Student: Refers to students registered at Altınbaş University,
f) Staff: Refers to full-time and part-time administrative and academic staff working at Altınbaş University,
g) University: Refers to Altınbaş University.

Management and Organization

ARTICLE 3 – (1) Library services are carried out under the responsibility of the “Head of the Library and Documentation Department”.

a) The Head of Department is the manager of the Library. They have the authority and responsibility for the general management, supervision, task distribution and training of all personnel working in the Library.

b) Duties of the Head of the Library and Documentation Department:

1.To establish sufficient staff for library services,

2.To submit opinions to the Rectorate regarding personnel to be appointed/assigned to the Library,

3.To carry out the supervision of library personnel,

4.To ensure the procurement of all necessary domestic and foreign resources by considering the needs of users,

5.To systematically organize all publications added to the library collection and ensure their use by users,

6.To ensure the preservation of all materials in the library,

7.To prepare a detailed activity report on library services and submit it to the Rectorate every year in January,

8.To provide internship and practical training opportunities for students studying librarianship within the library,

9.To spend the income obtained through photocopying etc. for the development of the library collection,

10.To determine the training needs of library personnel and to ensure that they benefit from in-service trainings,

11.To carry out all other works required by the library services within the scope of this directive.

c) Services provided by the Library and Documentation Department:

1.To procure and present all kinds of information resources required by users for education, training and research activities,

2.To ensure that library services are provided in a fast and efficient manner that ensures user satisfaction,

3.To cooperate with all other institutional libraries within and outside the university through Interlibrary Loan (ILL),

4.To carry out other duties assigned by the university rectorate and similar services.

Creating the Library Collection

ARTICLE 4 – (1) The library collection consists of books, journals, newspapers, audio-visual materials, etc.

(2) The library collection is developed through purchase and donation.
(3) Publications to be purchased are determined according to the needs of the library. Academic staff working at the university must submit their publication requests to the Rectorate with an official letter.
(4) After the evaluation of publication requests and determination of price information by the Library and Documentation Department, they are examined within the framework of that year’s budget opportunities and ordered after the approval of the Rectorate.
(5) Resources acquired through donation may be directly recorded in the library inventory or, if not needed, may be eliminated by keeping a record.

Library Usage

ARTICLE 5 – (1) Mobile phone conversations must not be made inside the library.
(2) Noise must not be made or loud talking must not be done inside the library.
(3) Food and beverages must not be brought into the library.
(4) Tobacco and tobacco products cannot be consumed inside the library in accordance with the law.
(5) Users are responsible for protecting their personal belongings. The library staff cannot be held responsible for their theft or loss.
(6) External users may benefit from library resources by obtaining permission from the library administration.
(7) The Head of Department has the authority to remove a user who disturbs the peace in the library by preparing a report.
(8) When deemed necessary, all kinds of bags and personal belongings may be checked by the staff.
(9) Bags or personal belongings must not be left unattended inside the library.
(10) Users cannot use the equipment belonging to the library staff without permission and cannot change the places of electronic devices and equipment.
(11) Resources cannot be taken out without completing the borrowing process.
(12) Users must comply with the working hours in the library and must leave the library before closing time.

Library Benefit / Loan Service

ARTICLE 6 – (1) Library resources may be used by Altınbaş University students, administrative and academic staff, as well as external users.
(2) Students must definitely present their university ID cards during borrowing transactions.
(3) Books are not lent to students who do not have a university ID card. Books cannot be borrowed using someone else’s card.
(4) Encyclopedias, dictionaries, periodicals, reference sources, audio-visual materials, theses, and projects are not lent.
(5) The library administration has the right to request the return of the borrowed material before the due date if deemed necessary. In this case, the user is obliged to return the publication within 3 (three) days.
(6) All responsibility for the borrowed material belongs to the borrower until it is returned.
(7) Borrowing is for a certain period. If the return period has not expired, student, graduate student, and administrative staff user groups may be granted an additional return period of 15 (fifteen) days once. The additional return period for academic staff is 30 (thirty) days once.
(8) Users who have overdue books cannot borrow books or extend their return periods without returning the books and paying the overdue fee. When the book is returned and the overdue fee is paid, users can borrow publications.
(9) Users who have overdue books cannot borrow books or extend their usage periods without returning the books and paying overdue penalties.

(10) From the library; Students have the right to borrow 3 (three) books for 15 (fifteen) days, graduate students 5 (five) books for 1 (one) month, and Academic Staff 10 (ten) books for 4 (four) months. Book numbers and borrowing periods on a user basis:

(11) External users may use our libraries for research purposes by obtaining written permission from the Library and Documentation Department but cannot borrow publications.
(12) Graduate students (alumni) cannot benefit from borrowing services from the library. However, they can benefit from in-library services free of charge. Group study rooms may be lent in exchange for an alumni card (priority is given to active students). Printed article requests can be made from other university libraries for a fee. They can use the 24/7 areas and computers available on each campus.

Use of Audio-Visual Materials

ARTICLE 7 – (1) The audio-visual collection consists of all audio-visual materials such as CDs, DVDs, slides, etc.
(2) Users may benefit from audio-visual materials in a separate hall prepared within the library called the “Multimedia room”.
(3) Copying of all audio-visual materials such as CDs, DVDs, etc. is prohibited due to copyright laws.
(4) Audio-visual materials are lent to all user groups for a maximum of 2 materials for 7 days.
(5) A late fee is applied for audio-visual materials not returned on time. A late fee of 10 TL is applied per item for each delayed day.

Late Return / Delay

ARTICLE 8 – (1) Students are subject to a daily penalty for library materials that are not returned on time and whose period is not extended.
(2) Access restriction is applied to the records in the student automation system of students who do not return the publication they borrowed despite delay notifications. The late fee charged for each publication not returned on time is calculated according to the specified table.

Late fees on a daily basis:
User – 1 day and after
All Users – 10 TL for each day

A late fee of 10 TL is applied for each day delayed in the return of audio-visual materials.
For hourly borrowed materials, a late fee of 10 TL is applied for each delayed hour.

User – For each delayed hour
All Users – 10 TL

(2) Users will be able to complete the payment of the book late fee by depositing the fee to the Financial Affairs, Budget and Purchasing Department located at Mahmutbey Technology Campus and bringing the receipt to the library. (It must be stated that the deposited amount is a book late fee.)
(3) The book late fee is sent to the university’s bank account (Deniz Bank Account No: 9130-9681319-351) IBAN: TR76 0013 4000 0096 8131 9000 01. (It must be stated in the description section that it is a book late fee.)

Lost/Damaged Publications

ARTICLE 9 – (1) In case the library information resource borrowed by the member is lost or damaged to an unusable degree, the member is requested to provide the same resource. If it cannot be supplied due to being out of print; a loss penalty and the current procurement cost are charged for each resource to the member who lost or damaged the resource. For overdue materials, a daily late fee is also collected from the member. In case of loss of a publication, a loss penalty of 400 TL (for label, magnetic strip, etc. processes) is charged.
(2) Penalties related to information resources requested from other universities through Interlibrary Loan (ILL) are charged as twice the penalties related to resources in our library collection.

Reserve Service

ARTICLE 10 – (1) Reserve service covers the services to be provided by the library for course books, supplementary course books, lecture notes to be provided by instructors, photocopies of articles and reference works that are expected to be used intensively within the scope of a course in an academic year. Instructors who wish to benefit from this service may request that the selected resources be kept as reserved publications for one semester by notifying the library.

Interlibrary Loan Service (ILL: International Library Loan)

ARTICLE 11 – (1) The library provides services to obtain article photocopies and books from other libraries for users within certain rules.
(2) Graduate/doctoral students and academic and administrative staff benefit from these services free of charge. The return and additional return periods of the borrowed book are determined according to the rules of the requested library.
(3) Additional return requests must be made before the due date, at the latest one week in advance.
(4) A user who delays the return of the borrowed book for more than 7 (seven) days will not be given books for 1 (one) year.
(5) Shipping costs of requested publications belong to the requesting university library.
(6) Journals, reference sources and non-book materials cannot be requested.
(7) All costs (photocopy, shipping, etc.) of publication requests requested from Altınbaş University library are covered by our university.
(8) In case of loss or delay of the publication, the penalty rules of the relevant library are applied.
(9) The requesting library may request a maximum of 5 books at the same time within the scope of interlibrary cooperation.
(10) The user may request a maximum of 5 publications at the same time from other libraries within the scope of interlibrary cooperation.
(11) The requesting library is responsible to our library for damages and losses that may occur during the use of books provided to other university libraries by the library.

Newspaper and Periodicals Department

ARTICLE 12 – (1) Newspapers and journals can only be used within the library and are not lent.
(2) Journals may be taken out temporarily for photocopying by taking the user’s university card. Apart from this, no periodical is allowed to be taken out.
(3) All newspapers in the library are archived for 1 (one) month.

Copyright

ARTICLE 13 – (1) All information resources in the library collection are within the scope of copyright law. According to this law, only 10% of books and one article of journals may be copied. Multimedia materials such as CDs, DVDs, and tapes cannot be used or copied for another purpose.
(2) The subscription and license conditions of the university must also be strictly complied with in the use of subscribed online databases.
(3) All library users are deemed to have accepted copyright laws and the rules of the Library Services Directive. Legal action is taken in case of illegal use of library materials.

Sanctions to be Applied

ARTICLE 14 – (1) The following sanctions are applied to those who act contrary to the provisions of the directive:

a) No resources are lent to users who have unpaid library debts.
b) In case of loss or damage of rare and irreplaceable resources (losses and damages that cannot be compensated), the library usage right of the responsible users is suspended for 2 (two) years. In addition, disciplinary investigation is initiated and other sanctions are applied.
c) Library staff prepare a report for users who behave inappropriately in the library, damage library resources, remove resources without registration, repeatedly cause loss or damage, or do not comply with the rules specified in this Directive. The right of these persons to benefit from the library is restricted for 1 (one) year by the University Administration, disciplinary investigation is initiated, and other sanctions are applied.
d) Graduated students must have the clearance form signed by the library staff.

Dismissal Operations

ARTICLE 15 – (1) Clearance documents are not signed as long as members who have materials on them or have overdue fees from previous periods do not return the materials and/or pay the overdue fees.
(2) A user who leaves the university while having borrowed materials registered on them is reported to the Rectorate for administrative/legal action.

Force

ARTICLE 16 – (1) This directive enters into force after being accepted by the University Senate and approved by the Rector.

Executive

ARTICLE 17 – (1) This directive is executed by the Rector of Altınbaş University.
