TÜBİTAK – CAMBRIDGE UNIVERSITY PRESS (CUP) “READ AND PUBLISH” AGREEMENT (2026–2028)
Within the scope of the EKUAL Project conducted by TÜBİTAK ULAKBİM, a new “Read & Publish” agreement has been signed with Cambridge University Press (CUP) covering the 2026–2028 period. The agreement supports both access to academic content and the publication of Open Access (OA) articles.
The details and implementation principles of the agreement are provided below.
Scope and Duration of the Agreement
- The agreement is valid for three years, from January 1, 2026 to December 31, 2028.
- All EKUAL member institutions in Türkiye will continue to have access to the Cambridge Journals Online (CJO) “Full Collection.”
- In addition, under this agreement, the right to publish Open Access (OA) articles within the CJO “Full Collection” is provided without any quota limitations.
TÜBİTAK OA Publishing Support and Eligibility Criteria
In order for corresponding authors to publish their articles as Open Access without paying an Article Processing Charge (APC), the following criteria must be met:
- The corresponding author must be an authorized user affiliated with an EKUAL member institution.
- Authors are strongly advised to use their institutional email addresses during submission. The use of personal email accounts (e.g., Gmail, Hotmail, etc.) may delay the verification process.
- The agreement applies to all EKUAL member institutions.
- The agreement covers unlimited OA article publishing in both hybrid journals and fully gold Open Access journals.
Retrospective Open Access Conversion
The rules regarding retrospective Open Access conversion under the agreement are as follows:
- Publications in Hybrid Journals: Articles published as “closed access” in hybrid journals between January 1, 2026 and the agreement signing date (February 16, 2026) may be converted to Open Access without any additional charge, upon request of the author(s) (notification must be sent to ukg@ulakbim.gov.tr) and subject to the approval of TÜBİTAK ULAKBİM. No refunds will be made for articles in hybrid journals that were already published as Open Access with an APC payment.
- Publications in Fully Open Access Journals: No refunds will be provided for APC payments made for articles published in fully gold Open Access journals between January 1, 2026 and February 16, 2026.
- General Conversion Right: During the agreement period, articles published as “closed access” in hybrid journals may be converted to Open Access within the same publication year, provided that the request is made within three months of publication.

Note: If APC support has been inadvertently granted during the period in which an author is listed on the TÜBİTAK AYEK Sanctions List or on the list of individuals whose professional practice rights have been revoked or temporarily suspended by the Ministry of Health, or if an article for which APC support has been provided is subsequently retracted, the corresponding author and/or co-authors are required to notify ukg@ulakbim.gov.tr and reimburse the APC amount to TÜBİTAK ULAKBİM. Otherwise, ULAKBİM reserves the right to recover the APC amount from the Corresponding Author.
TÜBİTAK-INSTITUTE OF PHYSICS (IOP) “READ AND PUBLISH” AGREEMENT
Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, a new “Read & Publish” agreement has been signed with the Institute of Physics (IOP) publisher for the period 2026–2028, supporting both access to academic content and Open Access (OA) article publishing.
The details of the agreement and implementation principles are presented below:
1. IOP Agreement Scope and Duration
- Duration: The agreement is valid for three years between January 1, 2026 and December 31, 2028.
- Access: All EKUAL member institutions in Türkiye will have access to IOPScience Extra and Electrochemical Society (ECS) content.
2. TÜBİTAK OA Publishing Support and Acceptance Criteria
In order for corresponding authors to publish their articles as OA without paying an Article Processing Charge (APC), the following criteria must be met:
- Institutional Affiliation: The eligibility of the article within the scope of the EKUAL agreement will be verified based on the author’s institutional affiliation. Therefore, authors who wish to publish their articles as Open Access (OA) must be affiliated with an EKUAL member institution.
- Institutional Coverage: Includes all universities that are members of EKUAL.
- Agreement Scope: The agreement covers unlimited OA article publishing in both hybrid journals and gold (fully open access) journals.
2.a. Retrospective Open Access Conversion
All articles submitted as of January 1 will be converted to Open Access (OA) in both hybrid and gold journals. This practice is valid for new members; articles of former ANKOS members have already been published as OA.

Special Note: If APC support has been mistakenly provided to any author listed in the TÜBİTAK AYEK Restricted List, or to individuals listed by the Ministry of Health as having their right to practice their profession revoked or temporarily suspended during the relevant period, or if an article that has received APC support has been retracted, the corresponding author or co-authors are required to notify ukg@ulakbim.gov.tr and reimburse the APC fee to ULAKBİM. Otherwise, ULAKBİM has the authority to collect the APC fee from the corresponding author.
TÜBİTAK-OXFORD UNIVERSITY PRESS (OUP) “READ AND PUBLISH” AGREEMENT (2026-2028)
Within the scope of the EKUAL Project carried out by the TÜBİTAK ULAKBİM, a “Read & Publish” agreement has been signed with Oxford University Press covering the period 2026–2028. The agreement includes both access to academic content and the publication of Open Access (OA) articles.
Under this agreement, EKUAL member institutions will:
- Have access to Oxford Journals Online.
- Benefit from an annual OA article publishing quota, subject to specified criteria, in Hybrid and Full Open Access journals included in the Oxford Journals Online 2026 collection.
The annual quota distribution is as follows:
- 2026: 400 articles
- 2027: 408 articles
- 2028: 416 articles

TÜBİTAK – ROYAL SOCIETY OF CHEMISTRY (RSC) OPEN ACCESS PUBLISHING AGREEMENT
Under the EKUAL Project conducted by TÜBİTAK ULAKBİM, electronic journals published by the Royal Society of Chemistry (RSC) have been accessible as of 1 January 2026.
As of 2026, the agreement covers both subscription access and Open Access (OA) article publishing under the “Read & Publish” model, providing APC support for a limited number of articles.
Since the “TÜBİTAK–RSC Read & Publish Agreement” includes a limited OA article quota, specific eligibility criteria for APC support have been determined by TÜBİTAK.
The TÜBİTAK–Royal Society of Chemistry OA Article Support Criteria are as follows:
- The 2026 TÜBİTAK–RSC Open Access Article Account will become active as of the date when member institutions complete their activation procedures. While the agreement is active, OA applications may be submitted for articles accepted in Hybrid and Gold journals.
- Articles accepted before 01 January 2026 will not be evaluated within the scope of the agreement.
Articles accepted between 01 January 2026 and the date the contract was signed may be requested to be converted retrospectively into Open Access articles.
- During the 2026–2028 period, the annual OA article quotas (total for Gold and Hybrid journals) are as follows:
- 2026: Gold + Hybrid / 255
- 2027: Gold + Hybrid / 260
- 2028: Gold + Hybrid / 260
- In order to benefit from the agreement, the Corresponding Author must be an active member of the academic staff at a university.
- Author training sessions are being planned, and the training schedule can be accessed under the “Events” section.
- If an article is accepted by a journal and RSC’s licensing system confirms that it is eligible for Open Access publication, the process will be carried out on a “first come, first served” basis.
- Regardless of whether the journal follows a Hybrid or Gold model, if an article is accepted while the agreement is active and the quota is available, the APC fee may be covered under the agreement. For Gold journals that apply an APC, authors may submit their manuscripts; however, APC support will only be provided if the agreement is in force and the quota is available at the time of acceptance.
- In accordance with TÜBİTAK AYEK Decisions, if it is determined that APC support has been granted by TÜBİTAK ULAKBİM to any author who is banned or whose professional practice rights have been revoked or temporarily suspended by the Ministry of Health during the period of restriction, or if an article supported with APC has been retracted, the corresponding author or co-authors must notify ukg@ulakbim.gov.tr and reimburse the APC amount specified by ULAKBİM. Otherwise, ULAKBİM reserves the right to claim the APC fee from the corresponding author.
